Your Eminence, there are now in this era methods of ruqyah (healing by Qur'anic recitation) with the Qur'an that may not have been known to the Salaf (the earliest generations) (may Allah be pleased with them), which has obscured their ruling for many students of knowledge, let alone the common people. Therefore, we would like there to be a book that discusses the ruling on these issues. I am asking about two methods in this gathering.
The first method: Some people do this by placing a black cloak on the one afflicted by the evil eye, then reciting the Qur'an over them, and then saying, "The one who helped you is so-and-so, son of so-and-so," or saying, "His image is such-and-such."

A thing for which no basis is known in these matters necessitates doubt, and the original ruling is prohibition. The original ruling is prohibition until evidence is established that it is beneficial. Since we do not know, we say it is prohibited, especially the second method. Who is being accused? The one you suspect? What is the benefit? Because perhaps the afflicted person says, "I accuse so-and-so because of a misunderstanding with him or grudges between them," when that is not the case. Then this reciter builds his claim on what he suspected without knowledge. So what I see is that one should not go to such people and should not pay attention to their words. Yes.
