Is tawaf valid on the roof of the Mus'a for the sake of the crowd?

Machine translationRead the Arabic original
The questioner : May Allah forgive you. During the Hajj season, people perform tawaf on the roof of al-Masjid al-Haram, which narrows from the Mus'a to six meters, forcing people to go out onto the roof of the Mus'a. Is there any impediment to this, and what is the reasoning and evidence?

The Shaykh : Yes, the Mus'a is not part of al-Masjid al-Haram; rather, it is outside it. For this reason, it is permissible for a menstruating woman to wait for her family in the Mus'a, but she may not enter the mosque. It is also not permissible for a person in i'tikaf in al-Masjid al-Haram to go out to the Mus'a, because the Mus'a is outside the mosque. If that is the case, then it is not permissible to perform sa'y on the roof of the Mus'a.
The student: Tawaf

The Shaykh : Yes, it is not permissible to perform tawaf on the roof of the Mus'a because it is outside the mosque. However, if there is a dire necessity, such as severe crowding that prevents a person from continuing his tawaf, I hope there is no harm in it. The area on the roof near the Mus'a is narrow; for example, people may come and fill the area before it, so when they arrive from that direction, it becomes cramped for them, forcing a person to go down to the roof of the Mus'a. I say that in this dire necessity, I hope there is no harm in it. As for the evidence that it is not permissible to perform tawaf in the Mus'a or outside al-Masjid al-Haram, Allah the Exalted said:
perform Tawaf around the ancient House." وليطوفوا بالبيت العتيق
[Al-Hajj 22:29]
If a person performs tawaf behind the mosque, he has performed tawaf around the mosque, not around the House, so his tawaf is not valid. Yes.
