The Shaykh : As for performing sa'y above, whether on the upper roof or the middle one, there is nothing wrong with it. As for the basement or the cellar, I do not know that there is a basement under the sa'y area. Is there a basement under it? No, there is no basement under it. Therefore, the places for sa'y are three: the ground, the roof above it, and the upper roof. If they build a fourth roof, there is no harm, and if they build a fifth, there is no harm, because the air is attached to the ground. Similarly, if a basement were to be opened along the length of the sa'y area, sa'y would be valid in it. Tawaf (circumambulation of the Ka'bah) is also valid on the upper roof and the middle roof.
