Machine translationRead the Arabic original
The questioner : His EminenceThe Shaykh : If the imam of the mosque combines the 'Asr prayer with the Zuhr prayer due to the presence of heavy rain

The Shaykh : combining the prayer

The questioner : of 'Asr with the Zuhr prayer due to the presence of heavy rain

The Shaykh : Yes

The questioner : Is it permissible for one who does not see the combination to leave the mosque? And what does the worshipper do regarding the regular voluntary prayer of Zuhr?

The Shaykh : These are two questions

The questioner : One question.

The Shaykh : In any case, if the imam combines Zuhr and 'Asr in the rain and there are among the followers those who do not see that, let him pray with them with the intention of a voluntary prayer, because his prayer with the intention of a voluntary prayer is a reward and a reward, and it is in agreement with the companions, and his leaving entails discord and disagreement, and that his action becomes a cause for tongues to speak ill of him, and may Allah have mercy on a man who restrains backbiting from himself.
So we say then: he prays with them with the intention of a voluntary prayer. As for one who combines Zuhr and 'Asr due to illness, travel, rain, or any permissible reason, he prays the post-Zuhr regular voluntary prayer after the 'Asr prayer, and there is no blame on him, and this is an exception, but he does not pray any other, because when he prayed 'Asr, even if it was in the time of Zuhr, the time of prohibition entered for him.
