Machine translationRead the Arabic original
The questioner : May Allah reward you, O Shaykh. If a man joins the imam in a four-rak'ah prayer in the third rak'ah, is it considered his first rak'ah, and does he recite whatever is easy of the Qur'an in it, or what does he do?

The Shaykh : Yes, he says: If the latecomer joins the imam in the second

The questioner : The third time

The Shaykh : third rak'ah of a four-rak'ah prayer, does he recite another surah along with al-Fatihah if he is able to do so before the imam bows? Our answer is yes, he recites, because the one who joined in the third rak'ah, that third rak'ah becomes his first. So he begins with the opening takbir, recites al-Fatihah, and recites after it whatever is easy if he is able to do so before the imam bows.
