The questioner : Yes.

The Shaykh : Fine, do not recite the opening supplication. Say: "I seek refuge in Allah from the accursed Shaytan," "In the name of Allah, the Most Gracious, the Most Merciful," and "Praise be to Allah, Lord of the worlds." This is because the Messenger of Allah said:
Do not do that, except for Umm Al-Kitab لا تفعلوا إلا بأم القرآن
Jami` at-Tirmidhi 311Sahih (Darussalam)
And seeking refuge is among the prerequisites of recitation, meaning it is a preamble to it.
So when you recite the Qur'an, [first] seek refuge in Allah فإذا قرأت القرآن فاستعذ بالله
[An-Nahl 16:98]
So he seeks refuge in Allah from the accursed Shaytan and recites al-Fatihah, and the basmalah is among the preliminaries of al-Fatihah.
