The Shaykh : This goes back to the Ministry of Islamic Affairs; it is not for me to decide.

The questioner : Even if, Shaykh, it were for Hajj?

The Shaykh : It goes back to them, yes, Fahd.

The questioner : Shaykh (may Allah preserve him), can al-Bukhari’s statement, “Chapter on the Miqat for the People of Makkah for Hajj and 'Umrah,” be understood to mean that their intention is that they do not go out to the Miqat like the people from outside, because he first mentioned the people from outside and then followed them with the people of Makkah? Can al-Bukhari’s statement be understood to mean that they are not obligated to go out to the Miqats?

The Shaykh : No, because the hadith is explicit:
even the people of Mecca can assume Ihram from Mecca حتى أهل مكة من مكة
Sahih al-Bukhari 1845
If this phrase had not been there, we would have said that he intended by that that whoever is within the Miqats enters the state of ihram from where they begin.
