The reciter: Abu 'Aasim narrated to us from Ibn Jurayj from Sulayman al-Ahwal from Tawus from Ibn 'Abbas (may Allah be pleased with them both):
That the Prophet (peace and blessings be upon him) saw a man circumambulating the Ka'bah holding a rein or something else, so he cut it. أن النبي صلى الله عليه وسلم رأى رجلاً يطوف بالكعبة بزمام أو غيره فقطعه


The Shaykh : And this is if the person has authority and power, then let him cut it. If he has no authority or power, he should not cut it, because if he cut it, much evil, dispute, and contention would arise at the House of Allah (Mighty and Majestic). As for the one who has authority and power, no one would challenge him. Yes.
