The reciter: Muhammad ibn Abi Bakr narrated to us, Fudayl narrated to us, Musa ibn 'Uqbah narrated to us, Kuraib informed me from 'Abdullah ibn 'Abbas (may Allah be pleased with them both), who said:
The Prophet (ﷺ) arrived at Mecca and performed Tawaf of the Ka`ba and Sa`i between Safa and Marwa, but he did not go near the Ka`ba after his Tawaf till he returned from `Arafat. قدم النبي صلى الله عليه وسلم مكة فطاف وسعى بين الصفا والمروة ولم يقرب الكعبة بعد طوافه بها حتى رجع من عرفة

The Shaykh : That is, its meaning is: The chapter of one who did not approach [the Ka'bah]. He placed it in a state of doubt, but he derived evidence from the hadith that indicates there is no harm, indeed we say there is no harm in not performing tawaf, nor the arrival tawaf. That is, if he entered the state of ihram from the miqat and headed directly to Mina, there is no harm. The evidence for this is the hadith of 'Urwah ibn al-Mudharris (may Allah be pleased with him) that he arrived from Tha'if in a state of ihram, and he did not pass a mountain without stopping at it, until he caught up with the Prophet (peace and blessings be upon him and his family) in the Fajr prayer at Muzdalifah. He informed the Prophet (peace and blessings be upon him and his family) of what had happened to him, and he said:
Whoever offers this prayer with us, and stood before that in Arafatat by night or by day, his Hajj is complete, and he has completed the prescribed duties. من شهد صلاتنا هذه ووقف معنا حتى ندفع وقد وقف قبل ذلك بعرفة ليلاً أو نهاراً فقد تم حجه وقضى تفثه

and he did not mention the arrival tawaf, and that is correct because the arrival tawaf is a recommended practice (sunnah). So if one goes from the miqat directly to Mina, there is no harm. And the Prophet (peace and blessings be upon him) remained in al-Abtah before the Hajj for four days and did not perform tawaf afterwards, even though tawaf was easy for him, but he (peace and blessings be upon him and his family) intended to leave the place for those who are more deserving of it, namely those who came for the rites of worship.
