The reciter: Amr al-Naqqad and Ibn Abi 'Umar both narrated to us from Ibn 'Uyaynah. Ibn Abi 'Umar said: Sufyan narrated to us, saying: I heard al-Zuhri narrating from 'Urwah ibn al-Zubayr, who said: قلت لعائشة زوج النّبيّ صلّى الله عليه وسلّم : ما أرى على أحدٍ لم يطف بين الصّفا والمروة شيئًا ، وما أبالي ألّا أطوف بينهما ، قالت : بئس ما قلت ، يا ابن أختي ، طاف رسول الله صلّى الله عليه وسلّم ، وطاف المسلمون ، فكانت سنّةً وإنّما كان من أهلّ لمناة الطّاغية الّتي بالمشلّل ، لا يطوفون بين الصّفا والمروة ، فلمّا كان الإسلام سألنا النّبيّ صلّى الله عليه وسلّم عن ذلك؟ فأنزل الله عزّ وجلّ : إنّ الصّفا والمروة من شعائر الله فمن حجّ البيت أو اعتمر فلا جناح عليه أن يطّوّف بهما I said to 'A'ishah, the wife of the Prophet (peace and blessings be upon him): "I do not see any blame on anyone who does not circumambulate between al-Safa and al-Marwah, and I do not care if I do not circumambulate between them." She said: "Evil is what you have said, O son of my sister. The Messenger of Allah (peace and blessings be upon him) circumambulated, and the Muslims circumambulated, so it became a recommended practice. It was only the people of Manat, the idol at al-Mashall, who did not circumambulate between al-Safa and al-Marwah. When Islam came, we asked the Prophet (peace and blessings be upon him) about that, so Allah the Exalted and Majestic revealed: 'Indeed, al-Safa and al-Marwah are among the symbols of Allah. So whoever performs Hajj or 'Umrah and circumambulates between them, there is no blame on him.'", and if it were as you say, it would be: there is no blame on him for not circumambulating between them. Al-Zuhri said: I mentioned that to Abu Bakr ibn 'Abd al-Rahman ibn al-Harith ibn Hisham, and he was pleased with it and said: "This is knowledge. I have heard men from among the people of knowledge say that it was only some of the Arabs who did not circumambulate between al-Safa and al-Marwah, saying: 'Our circumambulation between these two stones is a matter of the pre-Islamic age of ignorance.' And others from among the Ansar said: 'We were only commanded to circumambulate the House, and we were not commanded to do so between al-Safa and al-Marwah.' So Allah the Exalted and Majestic revealed:
Indeed, as-Safa and al-Marwah are among the symbols of Allah إنّ الصّفا والمروة من شعائر الله

. Abu Bakr ibn 'Abd al-Rahman said: "It appears to me that it was revealed regarding both these groups."
