The questioner : Regarding the one who is prevented from completing the pilgrimage, if he is prevented and does not have money at that time to buy the sacrificial animal, and he is able to obtain the money when he returns to his country, is it permissible for him to send the money to someone to buy it for him?

The Shaykh : Send it?

The questioner : Yes, that is right.

The Shaykh : Send it to whom?

The questioner : The money to buy the expiation

The Shaykh : Meaning, after he has returned?

The questioner : Yes
Answer: No, no. If he does not find [the means], it was said that he should fast for ten days by analogy with the sacrificial animal of tamattu', and it was said that nothing is obligatory upon him, and this is the correct view due to the saying of Allah the Exalted:
But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals فإن أُحصرتم فما استيسر من الهدي
[Al-Baqarah 2:196]
and nothing else was mentioned.
