Question: A person is prevented from completing the rites of Hajj or 'Umrah due to illness or something similar, and he does not find a sacrificial animal at that time. What is obligatory for him?

Answer: He must fast for ten days before shaving his head or cutting his hair short; based on the saying of Allah, the Exalted:
And complete the Hajj and 'umrah for Allah. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughterوَأَتِمُّواْ الْحَجَّ وَالْعُمْرَةَ لِلّهِ فَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ وَلاَ تَحْلِقُواْ رُؤُوسَكُمْ حَتَّى يَبْلُغَ الْهَدْيُ مَحِلَّهُ
[Al-Baqarah 2:196]
the verse [al-Baqarah:196], and based on his (peace and blessings be upon him) action when he was prevented from performing 'Umrah in the year of Hudaybiyyah, in the sixth year of the Hijrah. May Allah grant success.
