One who performs 'Umrah and then returns to his country; is the sacrificial animal obligatory for him?

Machine translationRead the Arabic original
The questioner : If the pilgrim leaves after performing 'Umrah, whether to the miqat, to his country, or elsewhere; is the sacrificial animal ... dropped?

The Shaykh : It is not dropped, because he is one for whom it is true that he has performed tamattu', and Allah - Mighty and Majestic - says:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Al-Baqarah 2:196]
.
Yes.

The questioner : And so the sacrificial animal ... in the sunnah is like the 'Id sacrifice?

The Shaykh : No, because Allah says:
what can be obtained with ease of sacrificial animals فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Al-Baqarah 2:196]
, and here there is no analogy between the sacrificial animal and the 'Id sacrifices.

The questioner : ... the 'Id sacrifices?

The Shaykh : There is no analogy between the sacrificial animal and the 'Id sacrifices as long as your Lord - Blessed and Exalted is He - has made it easy for people in His saying:
what can be obtained with ease of sacrificial animals فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Al-Baqarah 2:196]
