The reciter: And 'Abd al-Malik said from 'Ata from Jabir (may Allah be pleased with him):
We arrived with the Prophet (peace and blessings be upon him) and we entered the state of ihram until the Day of Tarwiyah, and we made Makkah behind us, and we declared our intention for Hajj. قدمنا مع النبي صلى الله عليه وسلم فأحللنا حتى يوم التروية وجعلنا مكة بظهر لبينا بالحج
, and Abu al-Zubayr said from Jabir: We declared our intention from al-Bat'ha, and 'Ubayd ibn Jurayj said to Ibn 'Umar (may Allah be pleased with them both):
I saw that when you were in Makkah, you would have the people declare their intention when they saw the new moon, but you would not declare your intention until the Day of Tarwiyah. He said: I did not see the Prophet (peace and blessings be upon him) declare his intention until his mount was set in motion for him. رأيتك إذا كنت بمكة أهل الناس إذا رأوا الهلال ولم تهل أنت حتى يوم التروية فقال : لم أر النبي صلى الله عليه وسلم يهل حتى تنبعث به راحلته

The Shaykh : These are athar (reports) in which there is no marfu' (report traced to the Prophet). The declaration of intention (ihlal): declaring the intention on the Day of Tarwiyah is before the midday prayer for the one who is performing tamattu' (combining 'Umrah and Hajj with a break between them). As for the one performing qiran (combining 'Umrah and Hajj in one ihram) and the one performing ifrad (performing Hajj alone), he declares his intention from the time he enters the state of ihram from the miqat (the boundary at which ihram is entered). But when the one performing qiran and the one performing ifrad descend in Makkah, when do they declare their intention? We say: they declare their intention when they mount their mounts heading to Mina. The apparent meaning of the athar of Ibn 'Umar (may Allah be pleased with him and his father) is that he used to pray the midday prayer and then go out to Mina. And the apparent meaning of the hadith of Jabir in Sahih Muslim is that the Prophet (peace and blessings be upon him and his family) went out to Mina before the midday prayer, where he said:
when it was the day of Tarwiya (8th of Dhu'l-Hijja) they went to Mina and put on the Ihram for Hajj and the Messenger of Ailah (ﷺ) rode and led the noon, afternoon, sunset 'Isha' and dawn prayers فلما كان يوم التروية توجهوا إلى منى فصلى بها النبي صلى الله عليه وسلم الظهر والعصر والمغرب والعشاء والفجر
