The questioner : I have a neighbor who does not pray and does not benefit from speech, and his age is approximately forty-five years. He continues not to pray. What is the ruling on living next to this neighbor? Should I prevent him from the house? And what do you advise me to do? May you be rewarded.

The Shaykh : First, I direct advice to this neighbor, if he is as you described. I would say to him: Fear Allah regarding yourself, repent to your Lord, Mighty and Majestic. As long as you are in a time of possibility, repentance destroys what came before it. And if you persist in this action, perhaps your end will be sealed with a bad ending, and you will lose yourself in this world and the Hereafter, and you will lose your family. So repent to Allah, Mighty and Majestic. I say this to the neighbor about whom the questioner mentioned what he mentioned: Repent to your Lord before the time passes.
Second: I say to this questioner, it is not obligatory for you to move from your house because of bad neighborliness. And if you have given advice and advised him several times, then if he is guided, it is for himself, and if he goes astray, it is against himself. And upon all people, if there is someone around them in this state of leaving prayer and not caring, it is upon them to give advice, because religion is advice for Allah, for His Book, for His Messenger, for the leaders of the Muslims, and for their common people. It is upon them to give advice, and if the intended result is achieved, that is what is required.
And if it is not achieved, the obligatory thing is to report them to the Committee for Promoting Virtue and Forbidding Vice. And at that time, you are free from responsibility, and the responsibility becomes upon the Committee for Promoting Virtue and Forbidding Vice.
