For example, if someone who is determined says, "I will travel to Makkah tomorrow," and it is merely information, is it necessary for him to say "if Allah wills"? It is not necessary. But if he informs, "I will travel tomorrow," meaning that I will do this, that it is my intention to do it, meaning that he wants to inform that the travel will actually happen from him, then he must say "if Allah wills," because he does not control this matter; things change. But informing about his resolve in his heart that he will travel to Makkah tomorrow, there is nothing wrong with that, because it is informing about something that is happening regarding himself right now.
