The Hadith: "If only My servants had obeyed Me and not disobeyed Me, I would have sent down rain upon them." Is this hadith authentic?

Machine translationRead the Arabic original
The questioner : May Allah forgive you, O Shaykh. Regarding the hadith reported from the Prophet (peace and blessings be upon him), in which Allah (Blessed and Exalted is He) says:
If only My servants had obeyed Me and not disobeyed Me, I would have sent down rain upon them and not let them hear the sound of thunder. لو أن عبادي أطاعوني ولم يعصوني لأنزلت عليهم المطر ولم أسمعهم صوت الرعد
Is this hadith authentic?

The Shaykh : By Allah, I do not know about this hadith. However, it is well known that thunder is a natural phenomenon that usually accompanies clouds. Furthermore, thunder is not one of the frightening things such that its occurrence would be a valid form of punishment or reward. It is true that lightning is frightening and may be a punishment. So Allah knows best regarding the authenticity of the hadith.
