What is the ruling on one who takes the money of those offering sacrifices in one country and then slaughters them in another country?

Machine translationRead the Arabic original
The Shaykh : But what should be asked about, and we are currently in the time of it, is the issue of the sacrificial animals (udhiyah) where people call for taking the money of Muslims to sacrifice it abroad. This is an incorrect call. Do not risk your religion. The udhiyah is one of the rituals of Allah, as Allah the Mighty and Majestic said:
And the camels and cattle We have appointed for you as among the symbols of Allah
[Al-Hajj 22:36]
The udhiyah is an act of worship by which one draws near to Allah the Exalted by slaughtering it. This drawing near is linked to prayer. Allah the Exalted said:
So pray to your Lord and sacrifice [to Him alone].
[Al-Kawthar 108:2]
And He said:
"Indeed, my prayer, my rites of sacrifice, my living and my dying are for Allah, Lord of the worlds. (163) No partner has He قُلْ إِنَّ صَلاتِي وَنُسُكِي وَمَحْيَايَ وَمَمَاتِي لِلَّهِ رَبِّ الْعَالَمِينَ * لا شَرِيكَ لَهُ
[Al-An'am 6:162-163]
In the udhiyah, a person remembers his Lord and draws near to Him by slaughtering it. The purpose is not the meat; the purpose is establishing the ritual and worshipping Allah the Exalted through the slaughter. Allah the Exalted said:
Their meat will not reach Allah, nor will their blood, but what reaches Him is piety from you
[Al-Hajj 22:37]
Look at the guidance of your Prophet (peace and blessings be upon him); he would take his sacrificial animal to the place of prayer to slaughter it there to display this ritual, and he would slaughter it with his own hand (may Allah's prayers and peace be upon him). But if we give the money, where is the display of the ritual? Perhaps if people rush into this and throw themselves into it, there will be no udhiyah in the country, because it is easy for people to take two hundred, three hundred, or five hundred riyals out of their pocket and give it to this committee. It is easy for them. If they think that this is like slaughtering it in their country, they have erred. And whoever issued a fatwa that this is like it or better has erred. Then, these moneys that go abroad, you do not know who will handle the slaughter. It might be handled by a person of a major religious innovation that makes them a disbeliever, whose slaughter is not permissible. It might be handled by one who does not pray. It might be handled by one who does not know the conditions of the udhiyah, so they sacrifice with a small animal or a defective one. They might sacrifice with it after the time for the udhiyah has passed. They might not mention the name of Allah over it, intentionally or by forgetfulness. Then, even if all this is absent and a hundred heads are presented to a person, and they are slaughtered, for whom is this slaughter? For which one of the people? I ask, for whom is this slaughter? They do not intend it for so-and-so or so-and-so, and it is as if it is money for charity, taking a riyal from the bag and giving it in charity. This is not correct. You must specify that this is the udhiyah of so-and-so, son of so-and-so, otherwise it is not valid. It is not valid to gather a hundred heads and say: "Here, come, slaughter in the name of Allah, slaughter, slaughter, slaughter." For whom? If we assume you were given by a hundred people and you slaughtered the first one, for whom do you intend it? For the last person or the first person? While they do not know who is first and who is last, the one for whom it is slaughtered becomes ambiguous, and it is not known who it is for. So the matter is serious. The most important thing is to observe the ritual in the Islamic countries and not take it to other countries. Even if the other Islamic countries... Indeed, Allah the Mighty and Majestic is Wise. He did not deprive the people of their homelands of drawing near to Allah with the sacrificial animal as the pilgrims do. He legislated for them the udhiyah so that they would establish the rituals of Allah in their countries, just as the pilgrims established the rituals of Allah in Makkah. How do we overlook this great meaning just because we benefit our brothers? I say: benefit your brothers, but with what? With money, with expenses, with clothes, with bedding, with tents, with whatever you want. With meat? Slaughter meat and send it to them. But a ritual of the rituals of Allah is left, and drawing near to Allah with it is entrusted to so-and-so and so-and-so, whom you do not know who they are.
I ask you, may Allah bless you, to warn against it. Tell your brothers in every gathering, alert the people to this, so they do not let this ritual be lost.
the camels and cattle We have appointed for you as among the symbols of Allah
[Al-Hajj 22:36]
The rituals of Allah, we go right and left, and the festival passes over you as if you did not sacrifice. I ask you to cooperate in righteousness and piety, to alert your brothers to this, and to say: Praise be to Allah, the door of righteousness is open. Send money to your brothers in other countries, and slaughter, or slaughter it here, eat, and send them meat. Does not Allah the Exalted and Supreme say:
So eat of them and feed
[Al-Hajj 22:28]
So he began with eating before feeding. And as for the one slaughtered in the farthest land from you, do you eat from it? No.
