It is established that Hajj has two exits from the state of consecration, but this is not established for 'Umrah. A person cannot exit from it except by shaving the head after the sa'y, and the sa'y after the tawaf. These are three ordered steps: tawaf, sa'y, then shaving or shortening the hair. But is it obligatory that the shaving or shortening be done in Makkah?
It is not obligatory. If he leaves Makkah while still in the state of consecration and shaves in Jeddah, for example, there is no blame on him.
