Question:

It is obligatory to shorten the hair from the entire head; this is the obligatory act, and this is the correct view. Some scholars held that it is permissible to suffice with shortening a portion, such as a quarter or a half. However, the correct and stronger view is that one should cover the head with shortening, covering its ends with shortening, not every single hair, but covering the head with shortening is sufficient. This is the obligatory act... shaving, even if done in another place, is not required in Makkah. Even if done in the House, there is no harm. Even if he traveled and did not shorten except in Jeddah, or in al-Ta'if, there is no harm. But it is better to hasten so that he does not forget. Yes.
