The Shaykh : The questioner did not specify which prayer he meant. If he is asking whether it is permissible to pray the Fajr prayer before Fajr:
The answer is: No prayer is valid before its time has entered, based on the saying of Allah, Blessed and Exalted is He:
Indeed, prayer has been decreed upon the believers a decree of specified times. إِنَّ الصَّلاةَ كَانَتْ عَلَى الْمُؤْمِنِينَ كِتَابًا مَوْقُوتًا
[An-Nisa 4:103]
So if a person prays a prayer before its time, and he knows that the time has not entered, he is sinful and he must repent to Allah for what he did. If he did not know that the time had not entered, he is not sinful, but it is obligatory for him to repeat the prayer in its time, because a prayer before its time is not accepted and is not prescribed.
As for if he means by "prayer before Fajr" the voluntary prayer, and he wants to perform voluntary prayers after he has prayed Witr in the early part of the night:
We tell him: Yes, there is nothing wrong with this. If a person prays Witr before he sleeps, fearing that he will not get up in the last part of the night, and then it is made easy for him to get up in the last part of the night, then when he gets up he prays two rak'ahs, two rak'ahs, until Fajr appears, and he does not repeat the Witr, because there are not two Witr prayers in one night.
