The questioner : Is it permissible to recite the Qur'an without performing wudu'?

The Shaykh : Yes, it is permissible to recite the Qur'an without performing wudu', but you must not touch the mushaf. If you need to touch the mushaf, place a barrier between you and it by touching it with a handkerchief, a miswak, or something similar to turn the pages. This is because the stronger position is that it is not permissible to touch the Qur'an unless one is in a state of ritual purity, as stated in the well-known and widely transmitted hadith of 'Amr ibn Hazm.
As for reciting the Qur'an without touching the mushaf, it is permissible for one in a state of minor ritual impurity, except if a person is in a state of major ritual impurity (janabah), in which case he does not recite the Qur'an until he performs the full ritual bath (ghusl) to remove the state of major ritual impurity. This is because the Prophet (peace and blessings be upon him, his family, and his companions, and those who follow them with excellence until the Day of Judgment) used to teach his companions the Qur'an as long as he was not in a state of major ritual impurity.
