Is it permissible to recite the Qur'an without performing wudu'?

Question:
In his second paragraph, he says: And is it permissible for me to recite the Qur'an without wudu'?

Answer:
If you are reciting it from memory, there is nothing wrong with doing so without wudu'. However, if you are reading from the mushaf, wudu' is required; you must perform wudu'. But if it is from memory, you may recite without wudu', provided you are not in a state of major ritual impurity.
Likewise, a menstruating woman may recite, according to the correct view, because the period lasts a long time for her. A person in a state of major ritual impurity may not recite until he performs the full ritual bath, neither from the mushaf nor from memory. As for one who has a state of minor ritual impurity and is not in a state of major ritual impurity, he may recite—praise be to Allah—from memory, but he may not recite from the mushaf.
