The evil eye is known as a person being struck by a malicious soul filled with envy. From this malicious soul filled with envy, a hidden force emerges that strikes the victim just as an arrow strikes its target. Sometimes it happens by the choice of the one casting the eye, and sometimes without their choice. Sometimes, merely seeing something one likes causes it to shoot out, what?

The Shaykh : The arrow. And sometimes it is not; it happens by their choice and they control it, to the extent that some of them give the victim a choice. Sometimes they say, “What do you want? Do you want me to do this, or this, or this, or this?” Yes, I was informed by a man that his companion was struck by the evil eye of a person, and this afflicted man remained for fifteen days unable to sleep at night or rest during the day because of his eye. He had a herd of camels, and his camels were lost because he was struck by the evil eye. He had a companion who came to visit him and asked, “What has happened to you?” He said, “So-and-so has struck me.” So this companion went to the one casting the eye, So-and-so, and said to him, “What do you have against So-and-so? Why do you strike him? He is ill from his eye and his camels have been lost. But choose one of three options: either we pray the 'Asr prayer for you in the mosque as a dead man, yes, this came to him in the morning, yes, or we imprison you in your house so you do not go out, or you give me a pledge that from such-and-such place to such-and-such place, no one of them will be struck by your eye. What will he choose?
The student: The latter.
The reader: The last one, the third. He chose the last one and said, “I give you a pledge and I covenant with you that from such-and-such place to such-and-such place, no one of them will be struck by my eye.” He said, “Come, give me your cap.” A cap. He took his cap and went with it to the afflicted man and placed it in water until it absorbed the water, then he drank from it and wiped his eyes, and went out with the people to pray the Dhuhr prayer. And at the end of the day, news came to him that all his camels had returned, and not a single camel was missing. Yes.
The student: Glory be to Allah.

The Shaykh : Glory be to Allah the Great. And for this reason, the Messenger of Allah (peace and blessings be upon him) said:
The evil eye is real العين حق
It is a fixed reality, there is no doubt in it, and no one denies it.
And Abu Hurayrah said: “And he prohibited tattooing”. And he only said “and he prohibited tattooing” because tattooing involves a type of beautification and adornment, so the tattooed person may be struck by what? By the evil eye of the one casting it. For this reason, some people said, if your child is made to have beautification of his face or his clothes, make something that spoils this beauty, meaning such that when the viewer sees him, he does not see him as complete from every angle, so that when he sees this imperfection, the envy and evil eye in his heart are mitigated, and may Allah protect us from that. Yes, and the people used to do this. It was mentioned in “Zad al-Ma'ad”, and it was originally mentioned from the Prophet (may the prayer and peace of Allah be upon him).
So if the evil eye is a reality, and tattooing is something that beautifies the tattooed person, then he becomes exposed to being struck by the evil eye. Yes.
