Allah ordered (the appointed angels over you) that the good and the bad deeds be written, and He then showed (the way) how (to write). If somebody intends to do a good deed and he does not do it, then Allah will write for him a full good deed (in his account with Him); and if he intends to do a good deed and actually did it, then Allah will write for him (in his account) with Him (its reward equal) from ten to seven hundred times to many more times: and if somebody intended to do a bad deed and he does not do it, then Allah will write a full good deed (in his account) with Him, and if he intended to do it (a bad deed) and actually did it, then Allah will write one bad deed (in his account) . إن الله كتب الحسنات والسيئات ثم بين ذلك فمن هم بحسنة فلم يعملها كتبها الله له عنده حسنةً كاملةً فإن هو هم بها فعملها كتبها الله له عنده عشر حسنات إلى سبع مائة ضعف إلى أضعاف كثيرة ومن هم بسيئة فلم يعملها كتبها الله له عنده حسنةً كاملةً فإن هو هم بها فعملها كتبها الله له سيئةً واحدةً

The Shaykh : Praise be to Allah. The saying of the Prophet (peace and blessings be upon him): "Indeed, Allah," yes, first he said "one who intends a good deed or an evil deed." *Al-hamm* (intention) is used for the beginnings of thought, and it is used for the end of thought, meaning its conclusion, and this is what is intended here, because the first does not involve an action from the servant, nor a resolve for anything. But one who intends in the latter part of intention, which is the resolve, this is what the hadith applies to. The Messenger of Allah (peace and blessings be upon him) said, in what he relates from his Lord:
Indeed, Allah has written the good deeds and the evil deeds, and then He explained that.إن الله كتب الحسنات والسيئات ثم بين ذلك
"He wrote it" may mean "He explained it," He explained it, and it may mean He wrote its reward. This second possibility is supported by the end of the hadith, where it says "and then He explained that, so whoever intends a good deed." So his saying:
If somebody intends to do a good deed and he does not do it, then Allah will write for him a full good deed (in his account with Him)فمن هم بحسنة فلم يعملها كتبها الله له عنده حسنةً كاملةً

This hadith has a third level not mentioned here, which is if he intends it and resolves to do it but is unable to, or if he does it but does not complete it, then he is written the full reward, the reward of the intention and the reward of the action if he had started it, due to the saying of Allah the Exalted:
And whoever leaves his home as an emigrant to Allah and His Messenger and then death overtakes him - his reward has already become incumbent upon Allah ومن يخرج من بيته مهاجراً إلى الله ورسوله ثم يدركه الموت فقد وقع أجره على الله
[An-Nisa 4:100]
And because the Prophet (peace and blessings be upon him) informed about the poor man who has no money, where he said to a righteous man who spends money in what pleases Allah: "If I had so-and-so's money, I would do so-and-so's deed." He said: "Then he is by his intention, and they are equal in reward." The third is that he intends and does it, so he has the full reward, he has the full reward. So the mere intention gives the person a complete good deed. If he intended but was unable, especially after he started the work, he is given the full reward if he started the work and was unable to complete it. If he did not start but wished for it and inability prevented him, he is given the full reward of the intention. If he intended and did it, he is given the full reward. So these are three levels. He said:

Look at the good deed, he said "complete," and the evil deed, he said "one," one so that no one imagines an increase. Now, as for the evil deed, if he intends it and does not do it, it does not escape from these conditions.

The Shaykh : Yes, exactly, and this division is taken from other evidence, not mentioned, because his saying "whoever intends an evil deed and does not do it, Allah writes it for him with Him as a complete good deed" in some wordings of the hadith other than in Sahih, because he only left it because of me, meaning for my sake, and if he intends it and does it, Allah writes it for him as one evil deed.
