The Shaykh : Then the author (may Allah have mercy on him) said: The thirty-seventh hadith: From Ibn 'Abbas (may Allah be pleased with him). And it is better to say: (may Allah be pleased with them both), because 'Abdullah was a believer and his father was a believer. Here there is a possessive and a possessed noun; Ibn is the possessive and 'Abbas is the possessed noun, so they are two men. So it is preferable to say, the first thing is to say: from them, from the Messenger (peace and blessings be upon him and his family) in what he narrates from his Lord (Blessed and Exalted is He) that He said:
Allah ordered (the appointed angels over you) that the good إِنَّ الله كَتَبَ الحَسَنَاتِ

. His saying: "in what he narrates from his Lord" is called by the scholars a hadith qudsi, yes. In what he narrates, he said:
Allah ordered (the appointed angels over you) that the good and the bad deeds be written إِنَّ الله كَتَبَ الحَسَنَاتِ والسيئات

, He wrote their occurrence and He wrote their reward. So they occur by the divine decree and destiny written in the Preserved Tablet. And their reward is also written, as will be clarified in the hadith. So his saying:
He wrote the good deeds and the bad deeds كتب الحسنات والسيئات
means He wrote what? Their occurrence and their reward. As for their occurrence: it is in the Preserved Tablet. And as for their reward: it is by what the Shari'ah indicates.
Then He clarified that: meaning He detailed it,
that he who intended good but did not do it, Allah recorded one complete good in his favour فَمَن هم بِحَسَنةٍ فَلَم يَعمَلهَا كَتَبَهَا اللهُ عِندَهُ حَسَنَةً كَامِلَةً

. The intention here is not merely the talk of the self, because the talk of the self is not written for a person nor against him. But what is meant is that he resolved to do it, he resolved to do it but did not do it, he was lazy and did not do it, so Allah writes it as a complete good deed. How is he rewarded when he did not do it? He is rewarded for the resolution with the sincere intention, and it is written as a complete good deed.
And know that whoever intends a good deed but does not do it is in several cases:
The first case: that he strives for its causes but does not attain it. So he is written the full reward, by the saying of Allah (Blessed and Exalted is He):
And whoever leaves his home as an emigrant to Allah and His Messenger and then death overtakes him - his reward has already become incumbent upon Allah وَمَنْ يَخْرُجْ مِنْ بَيْتِهِ مُهَاجِراً إِلَى اللَّهِ وَرَسُولِهِ ثُمَّ يُدْرِكْهُ الْمَوْتُ فَقَدْ وَقَعَ أَجْرُهُ عَلَى اللَّهِ
[An-Nisa 4:100]
. And likewise, a person strives to go to the mosque intending to pray the obligatory prayer standing, then he is unable to pray standing, so he is written the reward of praying standing, because he strove for the deed but did not attain it. This is the first case.
The second: that he intends a good deed and resolves to do it, but he leaves it for a better good deed. So he is rewarded with the reward of the higher good deed, which is more complete. And he is rewarded for his first intention for the lower good deed. And the evidence for that is that a man came to the Prophet (peace and blessings be upon him and his family) when Makkah was conquered, and he said:
Narrated Jabir (bin 'Abdullah) (RA): A man said on the day of the Fath, "O Messenger of Allah, I have vowed that if Allah opens the conquest of Makkah at your hands I shall pray in Jerusalem." He replied, "Pray here." He asked him again and he replied, "Pray here." He asked him again and he replied, "It's up to you, then." [Reported by Ahmad and Abu Dawud. al-Hakim graded it Sahih (authentic)]. يا رسول الله إني نذرت إن فتح الله عليك مكة أن أصلي في بيت المقدس؟ فقال: صَلّ هَا هُنَا فكرر عليه، فقال له : شَأنُكَ إذن

The third: that he leaves it out of laziness, laziness such as intending to pray the two rak'ahs of the Duha prayer. Then one of his companions knocked on his door and said: Let us go for a walk. So he left the prayer and went with him to walk. So what is this? He is rewarded
for the first intention and the first resolution. But he is not rewarded for the deed, because he did not do it without an excuse, and without moving to something better. Then he said in the hadith:
but if he intended it and also did it, the Glorious and Great Allah recorded ten to seven hundred virtues and even more to his credit وَإِن هَمَّ بِهَا فَعمَلَهَا تكتب الله عنده عشر حسنات إلى سبعمائة ضعف إلى أضعاف كثيرة

. If he intends them and does them, ten good deeds are written - and praise be to Allah -. And the evidence for this from the Qur'an is the saying of Allah the Exalted:
Whoever comes [on the Day of Judgement] with a good deed will have ten times the like thereof [to his credit], and whoever comes with an evil deed will not be recompensed except the like thereof; and they will not be wronged. مَنْ جَاءَ بِالْحَسَنَةِ فَلَهُ عَشْرُ أَمْثَالِهَا وَمَنْ جَاءَ بِالسَّيِّئَةِ فَلا يُجْزَى إِلاَّ مِثْلَهَا وَهُمْ لا يُظْلَمُونَ
[Al-An'am 6:160]
. So he says: Yes, ten good deeds. These ten good deeds Allah wrote upon Himself and promised them, and He does not break His promise.
And seven hundred times over. وسَبعمَائةِ ضِعف
: it is under the will of Allah, if He wills He multiplies it to this, and if He wills He does not multiply it
to seven hundred virtues and even more إلى سَبعمَائةِ ضِعف إلى أَضعَافٍ كَثيرةٍ

: meaning: more than seven hundred times.
And if he intends an evil deed. وَإِن هَمَّ بِسَيئةٍ
We have now finished with the intention of a good deed. And Allah the Exalted clarified it clearly. When he intends it and when he does it. And we added to that from the rules of the Shari'ah when he intends it and leaves it. Good. He said:
But it he intended evil, but did not commit it, Allah wrote down full one good in his favour. If he intended that and also committed it, Allah made an entry of one evil against him. وَإِن هَمَّ بِسَيئةٍ فَلَم يَعمَلهَا كَتَبَهَا اللهُ عِندَهُ حَسَنةً كَامِلَةً وإن هم بها فعملها كتبها الله سيئة واحدة

. It was narrated by al-Bukhari and Muslim in their Sahihs with these words. Al-Nawawi (may Allah have mercy on him) took care of this hadith in this book.
If he intends an evil deed but does not do it, Allah the Exalted records it with Him as a complete good deed. إِذا هَمَّ بِالسَيئةٍ فَلَم يَعمَلهَا كَتَبَهَا اللهُ تعالى عِندَهُ حَسَنةً كَامِلَةً

for he desisted from doing it for My sake لأنهُ إِنَمّاٍ تَرَكَهَا مِن جَرائي

meaning for my sake. So a complete good deed is written for him, because he left it for Allah.
And know that the intention of a bad deed has conditions:
The first condition: that he intends a bad deed, meaning: he resolves in his heart, it is not merely the talk of the self, then he reviews himself and leaves it for Allah the Exalted and Majestic. So this is the one who is rewarded, a complete good deed is written for him, because he left it for Allah and did not do it so that he would be given ten good deeds.
The second, the second condition: that he intends a bad deed and resolves to do it, but he is unable to do it without striving for its causes: like the man about whom the Prophet (peace and blessings be upon him) informed that he said: I wish I had like the wealth of so-and-so, so I would do like the work of so-and-so. And so-and-so was extravagant in spending his wealth. So a bad deed is written for him, but not like the doer of the bad deed, rather the sin of his intention is written for him, as it came in the hadith with its wording:
They are equal in their burden (of sin). فَهوَ بِنيَّتهِ فَهُمَا في الوِزرِ سواء

What is this? What is this condition? The second condition.
The third condition: that he intends a bad deed and strives to obtain it, but he is unable. So the full sin of the bad deed is written for him. And the evidence for that is: the saying of the Prophet (peace and blessings be upon him and his family):
When two Muslims meet with their swords, the killer and the killed are in the Fire. He said: O Messenger of Allah, this is the killer. So what about the killed? He said: Because he was eager to kill his companion. إِذَا اِلتَقَى المُسلِمَانِ بِسيفَيهِمَا فَالقَاتِل وَالمَقتول في النَّار قَالَ: يَا رَسُول الله هَذا القَاتِلُ. فَمَا بَالُ المقتُول؟ - ليش يكون في النار- قَالَ: لأَنَّهُ كَانَ حَريصَاً عَلَى قَتلِ صَاحِبِهِ
. So the punishment of the killer was written for him. And an example of that is: if a person prepared to steal and brought a ladder to climb, but he was unable, the sin of the thief is written for him, because he intended the bad deed and strove for its causes but was unable. These are three conditions.
There is a fourth condition: that a person intends a bad deed and then turns away from it, not for Allah and not due to inability. No. Yes. So it is neither for him nor against him, neither for him nor against him. And this happens often, a person intends a bad deed and then his soul is pleased and he turns away from it. So he cannot be rewarded because he did not leave it for Allah. And he cannot be punished because he did not do what necessitates punishment. And on this basis, his saying in the hadith:
Allah recorded one complete good in his favour كَتَبَهَا الله عِندَهُ حَسَنَةً كَامِلَةً

when? When he leaves it for Allah the Exalted and Majestic.
If he intended that and also committed it, Allah made an entry of one evil against him. وَإِن هَمَّ بِهَا فَعَمِلَهَا كَتَبَهَا اللهُ سَيئةً وَاحِدةً

, - praise be to Allah -. And for this reason Allah the Exalted and Majestic said:
Your Lord has decreed mercy for Himself كَتَبَ رَبُّكُمْ عَلَى نَفْسِهِ الرَّحْمَةَ
. And Allah the Exalted and Majestic said:
My Mercy has preceded My Anger. إِنَّ رَحْمَتِيْ سَبَقَتْ غَضَبِيْ

. And this is apparent from the reward for righteous deeds, and the recompense for bad deeds.
Al-Nawawi (may Allah have mercy on him) said: "So look, my brother, so look - ... good - he said: So look, my brother, may Allah guide us and you to the great mercy of Allah the Exalted, and reflect on these words, and his saying: "with Him" is an indication of the care taken with them, and his saying: "complete" is for emphasis and the intensity of the care taken with them. And he said regarding the bad deed that he intended and then left: Allah wrote it with Him as a complete good deed, so He emphasized it with 'complete'. And if he did it, He wrote it as one bad deed. So He emphasized its reduction with 'one'. And He did not emphasize it with 'complete', so praise and grace be to Allah, Glorified is He, we cannot enumerate praise for Him. And success is from Allah".
