The greatest responsibility belongs to the Imam, who is the head of the state. This is the greatest responsibility. He is asked not only about the people under his command and in his palaces, but about every single person, every single person in the Ummah; he is responsible for them. So much so that the Commander of the Faithful said: "If a ewe were to die in the Tigris or the Euphrates, 'Umar would be responsible for it". A ewe is a small sheep, and he is responsible for it. So the Imam's responsibility is very great. In fact, as some people have said, general authority is not an honor, but it is indeed a burden and a duty, especially in our time when fitnahs have increased, injustice has increased, and pressures have increased. So the responsibility is great. He (peace and blessings be upon him) also said that a man is a shepherd over his household, and a woman is a shepherdess over her husband's household. Both are responsible. This may appear contradictory: how can a man be responsible for his household and a woman be a shepherdess over her husband's household? We say yes, a man is a shepherd over his household, and a woman is a shepherdess over her husband's household, but the care differs. The woman is a shepherdess in her home regarding the home and its affairs, and the man is a shepherd in everything else. The greater care belongs to the man, as Allah the Exalted said:[An-Nisa 4:34] So if a woman neglects her care in her home, he is responsible if he knows and directs that. Every person is responsible for the care of what he directly oversees. Then he emphasized Sahih al-Bukhari 7138 And his saying "the master's wealth" is because the slave does not own anything. Even if he were to own something, he would not own it. If a person came to a slave and said, "Take this cloak, my son, for you to keep warm with in winter," whose would the cloak be? The master's. Even if the master said to his slave, "Boy, take this cloak for you to keep warm with in winter," the cloak belongs to the master. For this reason, we say that the phrase of some scholars who say "there is no riba between a master and his slave" is not correct in reality, unless we say that the slave owns by transfer of ownership, as is one of the opinions in the issue. The correct view is that he does not own.
Surely! Everyone of you is a guardian and is responsible for his charges: The Imam (ruler) of the people is a guardian and is responsible for his subjects; a man is the guardian of his family (household) and is responsible for his subjects; a woman is the guardian of her husband's home and of his children and is responsible for them; and the slave of a man is a guardian of his master's property and is responsible for it. Surely, everyone of you is a guardian and responsible for his charges.
