The Shaykh : The author’s statement: The chapter on obedience to the Imam. The Imam, according to the scholars, is the supreme head of the state, and whoever acts on his behalf is under his ruling. This is based on the saying of the Prophet (peace and blessings be upon him) mentioned previously:
And whoever obeys his Amir, he has obeyed me. ومن أطاع أميره فقد أطاعني
. Therefore, the deputies of the one in authority, such as ministers, governors, managers, and heads of departments, and the like, are all included in this; their obedience is entirely included in obedience to the Imam. This is because they follow his directives and orders. Thus, whatever they order carries the same ruling as what the Imam ordered. It is not permissible to rebel against them or disobey them, except in the case of disobedience to Allah. However, if they make a mistake or go astray, we may raise the matter to those above them. If they rectify the situation and correct them, that is well; otherwise, the matter goes to the next level above, until it reaches the Imam. Once it reaches the Imam, then it stops. Yes.
