The reciter: Sulayman ibn Harb narrated to us, Hammad narrated to us from al-Ja'd from Abu Rajaa from Ibn Abbas, who reported it, saying: The Prophet (peace and blessings be upon him) said:
If somebody sees his Muslim ruler doing something he disapproves of, he should be patient, for whoever becomes separate from the Muslim group even for a span and then dies, he will die as those who died in the Pre-lslamic period of ignorance (as rebellious sinners). من رأى من أميره شيئاً فكرهه فليصبر فإنه ليس أحد يفارق الجماعة شبراً فيموت إلا مات ميتةً جاهليةً

The Shaykh : His statement: "in what He loves and what He hates" means in what is commanded. People may dislike what the ruler commands, but they must obey and listen, even if he commands the taking of wealth or the demolition of houses; we must still obey and listen, but we complain of the matter to Allah the Exalted. However, if a person is commanded to commit a sin, it is not permissible to comply. For example, if it is said, as some unjust rulers say, "You must shave your beards" or "You must let your garments hang below the ankles," then it is obligatory for the one commanded to say, "No obedience and no listening," and it is obligatory for his brothers with him to cooperate with him. For instance, in some sectors, people are ordered to let their garments hang below the ankles, and a man who fears Allah the Exalted and commits a sin by doing so appears. It is obligatory for those with him in that sector to support him in action and to refrain from letting their garments or trousers or the like hang below the ankles, so that they are all united on one word. Then the official who commanded them to disobey Allah, thereby sinning against his Lord and betraying his trust, will be forced to submit humbly to the demands of these people. As for us, if we see an individual in this sector wanting to hold fast to what Allah has made obligatory upon him, and we leave him alone in the field, that is abandoning the truth and a danger to the person. Likewise, regarding shaving beards: if anyone is ordered to shave beards in any sector, we say to him, "No obedience and no listening," and we do not shave our beards, because you are a servant of the One who commanded us to let the beard grow. The Messenger (peace and blessings be upon him) said:
Let the beards grow. أعفوا اللحى
So we and you are equal in this matter. If you command us, there is no obedience or listening to you in disobedience to Allah; we listen to you and obey you in matters other than disobedience, but in disobedience, no.
