How does one make up the prayer for rain or the two festivals, or a unit of them? Does one make up the takbirs?

Machine translationRead the Arabic original
The questioner : In the name of Allah, the Most Gracious, the Most Merciful.
Regarding, O esteemed Shaykh, the prayer for rain and the two festivals, if a person misses them, does he make them up or not? And if he misses a unit, does he make up the takbirs or not?

The Shaykh : Yes.

The questioner : And regarding the imams who do not ask the ma'mums to straighten the rows, such as saying "straighten up" or "come closer," what is your opinion?

The Shaykh : First: this is a pleasant occasion, I mean: this question, because it coincided with the day on which we performed the prayer for rain. And the prayer for rain, as we know, is seeking rain, and seeking rain takes place in many ways. You may seek rain while you are in prostration, you may seek rain while you are sitting with your companions, the preacher on Friday may seek rain, and the people may go out to the Eid prayer ground to perform the prayer for rain. The description of the prayer for rain is like the Eid prayer.
As for the sermon, it is a single sermon, and it is not like the Eid sermon. The Eid has two sermons, according to the well-known view among the scholars of knowledge. It was also said: a single sermon, I mean: for the Eid. And that is what the sound evidence, free from weakness, indicates: that the Eid sermon is a single sermon. But the Messenger of Allah (peace and blessings be upon him) used to preach to the men first, then descend to the women and admonish them.
As for the prayer for rain, it is a single sermon, even according to the view of those who hold that the Eid prayer has two sermons; it is a single sermon, either before the prayer or after the prayer. The matter is entirely permissible. If the imam, when he arrived at the prayer ground, faced the qiblah and supplicated, and the people said "Ameen" to that, it would be sufficient. And if he delayed the sermon until after the prayer, that is also sufficient and permissible. So the matter is broad in this regard.
And I only said that so that no one would object to what some imams may do in the prayer for rain, namely preaching and supplicating before the prayer. For whoever does that, no one should object to him, because he has performed a sunnah established from the Prophet (peace and blessings be upon him and his family).
As for if a person misses the prayer for rain, I do not know of a sunnah from the Prophet (peace and blessings be upon him) regarding this. But if he prays and supplicates, there is no harm.
As for the Eid prayer, it is not made up if it is missed, because it is a prayer legislated in a specific manner, which is the presence of the people and their gathering behind a single imam. So if it is missed, it is not made up. Likewise, the Friday prayer, if it is missed, is not made up either. But one prays Zuhr in its place, because this is the time of Zuhr. So if one is unable to perform the Friday prayer, he prays Zuhr. As for the Eid, no substitute has been reported from the Prophet (peace and blessings be upon him) for it. So if you miss it with the imam, you have missed it, and it is not prescribed for you to make it up.
And as for the takbirs, if you enter with the imam in the first unit after the takbirs have ended, you do not repeat them, because they are a sunnah whose time has passed. So if its time passes, it is dropped.
As for the second unit, you will say the takbir with the imam. And if you miss the first unit and do not enter with the imam except in the second unit, it is known that you will say the takbirs that the imam says, or what remains of them. And when you stand to make up what you missed, you will say the takbirs in the unit you are making up. Yes.
