A man owns five hundred paper riyals and a lunar year has passed over them; is there zakah on them?

Machine translationRead the Arabic original
The questioner : He has five hundred Saudi riyals, and a lunar year has passed over them. Is there zakah in them? And what is the nisab (minimum threshold for zakah) in this currency?

The Shaykh : Okay, five hundred riyals: are they paper or silver?

The questioner : Paper.

The Shaykh : Paper. It must be looked into to see if they are worth sixty-five riyals in silver or not. If they are worth that amount, then there is zakah in them. If they are not worth that amount, then they are below the nisab, so there is no zakah in them.
For example, if we say that fifty-six riyals in silver, with the riyal being ten paper notes, what would the nisab be? It would be fifty or sixty. So, fifty does not have zakah in it.
So you should ask the people of the banks and say to them: What is the value of the silver riyal? And on this basis, it is established whether the nisab has been reached or not.
Do you understand now? Ask about five hundred paper riyals. Ask the money changers: How much silver is it worth? If they say it is worth fifty-six, then there is zakah in it. If they say it is not worth more than fifty, then there is no zakah in it. Yes, please go ahead.
