Is proficiency in the Qur'an merely in recitation, or in memorizing it and stumbling in it?

Machine translationRead the Arabic original
The questioner : Shaykh, may Allah reward you. The one who reaches this level of proficiency in the Qur'an, and who recites the Qur'an well and is proficient in it, even if he reads from a book, is it required that he have it memorized? And likewise, the one who recites it and stumbles in it, does he stumble in his memorization or merely in the recitation?

The Shaykh : The apparent meaning of the hadith is general, even though it was mostly the case in the time of the Messenger (peace and blessings be upon him) that people memorized what they memorized of the Qur'an by heart. Yes, four, one remaining.
The student: Just three.

The Shaykh : Yes.
