The Shaykh : He owes no sin for that, because the Prophet (peace and blessings be upon him) said:
Allah, the Most High, has forgiven my followers what they contemplate on within themselves (i.e. evil thoughts) as long as they do not act upon or speak about them. إن الله تجاوز عن أمتي ما حدثت به أنفسها ما لم تعمل أو تتكلم
Bulugh al-Maram 8:133
However, if this leads to having a bad opinion of Muslims whose outward appearance is one of righteousness, then it is forbidden, because having a bad opinion of a Muslim whose outward appearance is one of righteousness is forbidden, as the scholars have mentioned. And Allah (Blessed and Exalted is He) said:
Indeed, some assumption is sin إن بعض الظن إثم
[Al-Hujurat 49:12]
