Because if they did not come to the House except for Hajj and made it an 'Umrah, the House would be left empty. This was in their time. But in our time, and praise be to Allah, the House is not left empty now; you find it full at all times. However, at certain times, meaning we have experienced that if a person goes at a time other than Hajj, he finds it empty, meaning you circumambulate and there is only one or two men with you. We have experienced this.
