They are not more knowledgeable than the Rightly Guided Caliphs, and Ibn Abbas is not more knowledgeable than Abu Bakr and Umar.And Abu Dharr (may Allah be pleased with him) was asked: [Is what the Prophet (peace and blessings be upon him) commanded specific to them, or is it for people in general?So he said: Is it specific to us?]

And the correct view is: The view held by the Shaykh al-Islam (may Allah have mercy on him) is that Tamattu' is obligatory for the Companions whom the Messenger of Allah (peace and blessings be upon him) addressed on that day, in order to establish this religious practice, which is the permissibility of performing 'Umrah during the months of Hajj for those who intend to perform Hajj.
As for those who came after them, the matter regarding them is one of recommendation (mustahabb) concerning Tamattu'; however, if a person performs Ifrad, that is permissible.
Then, even if we assume that these people consider Tamattu' obligatory except for those who bring sacrificial animals, they have their opinion and you have yours. If you perform Ifrad, you have done something permissible; but you have left behind something recommended.
So the better option is Tamattu', whether the people of your town consider it so or not.
Therefore, the better option for you is Tamattu' in all cases. As for the claim that it forbids Ifrad, that is not correct.
