The Shaykh : It is not permissible for a woman to extend her hand to men who are not her mahram to shake their hands, nor is it permissible for a man to extend his hand to a woman who is not his mahram to shake her hand, because a person touching the skin of a woman who is not his mahram is forbidden.

The questioner : Yes.

The Shaykh : Because it is like looking, or even more so, in arousing fitnah. However, if the woman is an acquaintance and he shakes her hand through a barrier, there is nothing wrong with that, because that does not involve touching or direct contact and generally does not arouse desire. But if he fears that desire will be aroused or stirred, it is not permissible for him to shake her hand, even through a barrier.
In summary, a man shaking hands with his mahram is permissible, and a man shaking hands with someone who is not his mahram, even if she is an acquaintance, is forbidden, unless it is through a barrier and there is no fear of fitnah, in which case there is no blame on him.
