The reciter: And Muhammad ibn al-Muthanna narrated to us, he said: 'Abd al-Rahman—meaning ibn Mahdi—narrated to us, he said: Sufyan narrated to us from Qays from Tariq ibn Shihab from Abu Musa (may Allah be pleased with him), he said: قدمت على رسول الله صلّى الله عليه وسلّم وهو منيخ بالبطحاء ، فقال : بم أهللت ؟ قال قلت : أهللت بإهلال النّبيّ صلّى الله عليه وسلّم ، قال : هل سقت من هديٍ ؟ قلت : لا ، قال : فطف بالبيت وبالصّفا والمروة ، ثمّ حلّ ، فطفت بالبيت وبالصّفا والمروة ، ثمّ أتيت امرأةً من قومي ، فمشطتني وغسلت رأسي فكنت أفتي النّاس بذلك في إمارة أبي بكرٍ وإمارة عمر ، فإنّي لقائم بالموسم ، إذ جاءني رجل ، فقال : إنّك لا تدري ما أحدث أمير المؤمنين في شأن النّسك ، فقلت : أيّها النّاس ، من كنّا أفتيناه بشيءٍ فليتّئد فهذا أمير المؤمنين قادم عليكم فبه فائتمّوا ، فلمّا قدم ، قلت يا أمير المؤمنين : ما هذا الّذي أحدثت في شأن النّسك ؟ قال:إن نأخذ بكتاب الله فإنّ الله عزّ وجلّ ، قال: وأتمّوا الحجّ والعمرة للّه ، وإن نأخذ بسنّة نبيّنا عليه الصّلاة والسّلام ، فإنّ النّبيّ صلّى الله عليه وسلّم ، لم يحلّ حتّى نحر الهدي . I came to the Messenger of Allah (peace and blessings be upon him) while he was camped at al-Bat'ha, so he said: "With what did you enter the state of ihram?" I said: "I entered with the same ihram as the Prophet (peace and blessings be upon him)." He said: "Did you bring any sacrificial animals?" I said: "No." He said: "Then perform tawaf of the House and between al-Safa and al-Marwah, then exit the state of ihram." So I performed tawaf of the House and between al-Safa and al-Marwah, then I went to a woman from my people, and she combed my hair and washed my head. I used to issue rulings to the people based on this during the caliphate of Abu Bakr and the caliphate of 'Umar. So I was standing at the season of Hajj when a man came to me and said: "You do not know what the Commander of the Faithful has innovated regarding the matter of the pilgrimage." I said: "O people, whoever we have issued a ruling for regarding something, let him wait, for the Commander of the Faithful is coming to you, so follow him." When he arrived, I said: "O Commander of the Faithful, what is this that you have innovated regarding the matter of the pilgrimage?" He said: "If we take from the Book of Allah, then Allah (Mighty and Majestic) said: 'And complete the Hajj and 'Umrah for Allah.' And if we take from the Sunnah of our Prophet (peace and blessings be upon him), then the Prophet (peace and blessings be upon him) did not exit the state of ihram until he slaughtered the sacrificial animals."
