The phrase "we performed tamattu'" is used even though 'Ali (may Allah be pleased with him) did not actually perform tamattu'; rather, he was performing qiran. The Shaykh : He means the people performed tamattu'; his intention was that the people performed tamattu'.

At that time, there was fear. It means it is difficult for a person to separate 'Umrah into one journey and Hajj into another journey. This is the apparent meaning. Therefore, the Prophet (peace and blessings be upon him) permitted them to perform tamattu' because of the fear, so that they could combine 'Umrah and Hajj in one journey. As for in a state of safety, it is said: Travel for 'Umrah at one time and travel for Hajj at another time, and there is no fear upon you.

The questioner : This is supported by the statement of 'Abdullah ibn al-Zubayr (may Allah be pleased with him), who held the view that tamattu' is when a person is prevented from performing Hajj, then he exits the state of ihram by slaughtering his sacrificial animal, and then he performs tamattu' for the following year?

The Shaykh : I do not know this opinion, but the meaning is that they were afraid that they would separate Hajj into one journey and 'Umrah into another journey.
