The reciter: Muhammad ibn Hatim narrated to us, Ruh ibn 'Ubadah narrated to us, Shu'bah narrated to us, from Muslim al-Quray, who said: Sahih Muslim 1238a.
The Shaykh : The meaning of the permission here is in contrast to prohibition, so it does not contradict that this is the recommended practice. It is well known that 'Abdullah ibn 'Abbas (may Allah be pleased with him) held that tamattu' is obligatory for one who did not bring the sacrificial animal. He even said: If he performs the tawaf and sa'y, he has exited the state of ihram, whether he wishes it or not. So the permission here is in contrast to prohibition.
