The reciter: And Abu Bakr ibn Abi Shaybah narrated to us, and Abu al-Ahwas narrated to us from Husayn from Kathir ibn Mardik from 'Abd al-Rahman ibn Yazid, who said:
'Abdullah said, and we were at Jamarat, I heard the one upon whom Surat al-Baqarah was revealed saying in this location: Labbaik, Allahumma labbaik. قال عبد الله ، ونحن بجمعٍ سمعت الّذي أنزلت عليه سورة البقرة يقول في هذا المقام : لبّيك ، اللهمّ لبّيك

The Shaykh : Ibn Mas'ud (may Allah be pleased with him) [stated] that a person should recite the talbiyah in Muzdalifah even if he is not traveling, and there is scholarly disagreement on this issue:
Some scholars say: If he stops in Muzdalifah, he does not recite the talbiyah, and likewise in 'Arafah if he is stationary, and that the talbiyah is prescribed only for the one who is walking, and this is the choice of Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him).
But the apparent meaning of the hadith of al-Fadl ibn 'Abbas is that he did not cease reciting the talbiyah until he stoned the Jamrat al-Aqabah, that it is continuous. However, it is said that al-Fadl ibn 'Abbas is reporting what he heard, and he did not hear it except during his travel from Muzdalifah to Mina. But the apparent meaning of the hadith of Ibn Mas'ud is that he was saying: In this location—meaning in Muzdalifah—Labbaik Allahumma labbaik.
It is possible that he says it while sitting, and it is possible that he says it when he mounts from his resting place until he reaches al-Mash'ar al-Haram.
