The reciter: Abu al-Tahir narrated to me, saying: Abdullah ibn Wahb informed us from al-Layth and others from Yazid ibn Abi Habib from Abd al-Rahman ibn Shamasa that he heard Uqbah ibn 'Amir on the pulpit saying: The Messenger of Allah (peace and blessings be upon him) said:
A believer is the brother of a believer, so it is not lawful for a believer to outbid his brother, and he should not propose an engagement when his brother has thus proposed until he gives it up. المؤمن أخو المؤمن فلا يحل للمؤمن أن يبتاع على بيع أخيه ولا يخطب على خطبة أخيه حتى يذر

The Shaykh : His saying (peace and blessings be upon him)
The believer is the brother of the believer المؤمن أخو المؤمن
is attested by the Qur'an in the saying of Allah the Exalted
The believers are but brothers إنما المؤمنون إخوة
[Al-Hujurat 49:10]
. This brotherhood is the brotherhood of religion, which is a higher and stronger bond than the brotherhood of kinship, for the brotherhood of kinship is nothing but a bond of lineage, whereas this is the brotherhood of religion, and it is higher than the brotherhood of kinship. For this reason, Allah the Exalted said regarding the son of Noah
indeed he is not of your family إنه ليس من أهلك
[Hud 11:46]
, even though he was a part of him, because he was a disbeliever and Noah was a prophet among the prophets. And His saying
It is not permissible for a believer لا يحل لمؤمن
is a repetition in accordance with the implications of brotherhood, meaning that the implication of brotherhood is that one does not claim [to be superior] and does not encroach upon the right of his brother. And His saying
Until he leaves it حتى يذر
means until he leaves it; who? The suitor. It passed us in the hadith of Abu Hurayrah, "unless he gives him permission," so proposing a marriage over the proposal of another is permissible if he gives him permission or leaves the proposal. There is a third category: or the people of the woman reject it. Yes.
