What is the ruling on one who throws away newspapers and the like, which contain the Name of Allah and the basmalah, causing them to be desecrated?

Machine translationRead the Arabic original
The Shaykh : What is the ruling on a man who throws away a paper on which the basmalah and other writings containing the Name of Allah are written, and when he is advised, he says: "It is none of your business; I will bear its sin"? I say: Things that contain the names of Allah must be protected from being desecrated, and throwing them in the markets until they are trampled underfoot is undoubtedly a desecration of them. As for his saying "I will bear the sin," I advise him to seek forgiveness from Allah for what he said, and to say: "I do not believe that there is a sin in it." As for saying "I will bear its sin," this is undoubtedly foolishness, like the saying of the polytheists
O Allah, if this should be the truth from You, then rain down upon us stones from the sky or bring us a painful punishment." اللهم إن كان هذا هو الحق من عندك فأمطر علينا حجارة من السماء أو ائتنا بعذاب أليم
[Al-Anfal 8:32]
