"The first group: They say: The implication of the presence of Allah the Exalted with His creation is knowledge and encompassing in the general presence, and victory and support in the special presence, along with the affirmation of His rising above by His essence and His rising above the Throne. These are the Salaf, and their school of thought is the truth, as previously established" Praise be to Allah. O Allah, keep me firm upon the truth. They say: Allah the Exalted is with His creation, and the implication of this presence is encompassing them in knowledge, power, and authority. This is in the general presence. As for the special presence, it is added to that that He is with them with what, O brothers? With victory and support, along with His rising above His Throne.
"The second group: They say: The implication of the presence of Allah with His creation is that He is with them on earth, while denying His rising above and His rising above the Throne" It is amazing how these people leave the innumerable texts regarding the rising above of Allah and take this text, which is nothing compared to the abundance of the other texts, and yet it is ambiguous. But these are the ones who have distortion in their hearts. May Allah protect us and you from that. Good.
"They say: The implication of its presence is that He is with them. These are the hululiyyah from the early Jahmiyyah and others, and their school of thought is invalid and denounced; the Salaf unanimously agreed on its invalidity and its denunciation, as previously mentioned."
The third group: They say: The implication of the presence of Allah with His creation is that He is with them on earth, along with the affirmation of His rising above above His Throne. The Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) mentioned this on page 229, volume 5 of Majmu' al-Fatawa

It is amazing; these people say that Allah is truly with us on earth, and truly in the rising above in the sky. Do you understand, O group? What is the difference between them and the people of the Sunnah? The people of the Sunnah say that He is not on earth and not truly with us, but He is in the sky. And these people say He is truly with us and He is on earth, yes, and He is in the sky. The Shaykh al-Islam says: "And these people claimed that they took the apparent meaning of the texts regarding presence and rising above. They lied in this and were misguided, for the texts of presence do not imply what they claimed of indwelling, because it is invalid, and it is not possible for the apparent meaning of the speech of Allah and His Messenger to be invalid".
Is the refutation of them clear now? We say that the apparent meaning of the texts of presence is not that Allah is on earth, so we deny that this is the apparent meaning of the texts. And we say that the apparent meaning of the texts, the explicit meaning of the texts, and their variations are that Allah is in the sky. Yes.
