Tafwid is undoubtedly a type of ta'til, and we do not say that, because if by tafwid you mean delegating the meaning, it is an error. If you mean delegating the reality and the modality, then it is correct. For this reason, the Salaf or the scholars did not say "without tafwid" because it carries a possibility of ambiguity.
