The Shaykh : The ruling is that it is among the things that are wrong.

The questioner : Yes.

The Shaykh : Because these sites are not a means for the promotion of a person, or a government, or a state. Rather, these sites, as the Messenger of Allah (peace and blessings be upon him) said,
Going round the House (the Ka'bah), running between as-Safa and lapidation of the pillars are meant for the remembrance of Allah. إنما جُعِل الطواف بالبيت وبالصفا والمروة ورمي الجمار لإقامة ذكر الله
Sunan Abi Dawud 1888Da'if (Al-Albani)
are not for establishing the remembrance of so-and-so or so-and-so of the presidents or leaders, whether they are religious leaders or leaders of authority.

The Shaykh : It is obligatory for all pilgrims that their concern and business in this place be the worship of Allah (Blessed and Exalted is He), along with discussing among themselves, especially the leaders among them, what concerns the affairs of the Muslims.

The Shaykh : Because that is among the benefits about which Allah the Exalted said:
That they may witness benefits for themselves and mention the name of Allah on known days ليشهدوا منافع لهم ويذكروا اسم الله في أيام معلومات
[Al-Hajj 22:28]
Some people have thought that the benefits obtained in Hajj take precedence over the remembrance of Allah in Hajj, because Allah the Exalted mentioned them first, saying:
That they may witness benefits for themselves and mention the name of Allah on known days ليشهدوا منافع لهم ويذكروا اسم الله في أيام معلومات
[Al-Hajj 22:28]
There is a consideration here. In fact, His saying:
mention the name of Allah ويذكروا اسم الله
[Al-Hajj 22:28]
is among the witnessed benefits in this site. Accordingly, its conjunction to witnessing the benefits is from the category of attaching the specific to the general, indicating care for it.

The questioner : Yes.

The Shaykh : Thus, the remembrance of Allah the Exalted is more important than these benefits. However, these benefits that are obtained through the gathering of Muslims, their getting to know one another, their advising one another, and their studying their affairs and matters should not be neglected. As for taking this as promotion for a person, a government, or a group of people, this is among the wrong, which, as we indicated before, makes the one mentioned a partner with Allah the Exalted in these places. Yes.
