All praise is due to Allah alone, and peace and blessings be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Minister of Islamic Affairs, Endowments, and Guidance, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (12885) and date 29/12/1423 AH, which stated: “We inform Your Eminence that this Ministry receives, every year, an increasing number of inquiries from various government and private sectors working in the sacred sites ( Mina , Muzdalifah , and 'Arafah ) regarding the possibility of holding the Friday prayer in the mosques of the three sacred sites before the eighth day of Dhul-Hijjah, given that the workers there are tied to duties that require them not to leave their posts, which places them in a difficult position between leaving the Friday prayer, of which they are considered among those obligated to perform it—since many of them are from the people of Makkah —and leaving their work to go perform the prayer
in mosques outside the sacred sites, thereby exposing their work to harm, as the Friday prayer is not held in the mosques of Mina and Muzdalifah and 'Arafah . We hope Your Eminence will inform this Ministry of what is required by the Shari'ah.

After the Committee studied the inquiry, it responded that it is not valid to hold the Friday prayer in the mosques of the sacred sites, because one of the conditions for its validity is permanent residence.
