The beard is well known: it is the hair that grows on the cheeks and the jaw, as the author of the Qamus mentioned. Accordingly, the sideburns are part of the beard. It is not strange that the beard includes a name that encompasses parts, each of which has a specific name, just as we say that the hand now includes the palm, the fingers, the forearm, the elbows, and the upper arm, and all of these are included under the name "hand." Similarly, we say that the beard is all the hair of the face and the cheeks, and there is no objection to saying: this is a sideburn, this is the chin, and so on. I pointed this out because some people said that the beard refers only to the chin, excluding what grows on the cheeks and what grows on the sides, because that has a specific name. It is said that there is no objection to a name being applied to something that has parts, each of which has a specific name, as we mentioned to you: the head now has a forehead, a back, and a right and left side, and it is called a head.
His statement:

Bulugh al-Maram 40
means: he puts water between the hair so that the water reaches all of the hair. The apparent meaning of the hadith is that the Prophet (peace and blessings be upon him) used to comb it while it was long, and it was well known that the beard of the Prophet (peace and blessings be upon him) was thick and large.
