The Shaykh :"And from Anas (may Allah be pleased with him), who said:
The Prophet (peace and blessings be upon him) saw a man who had on his foot something like a fingernail that water had not reached, and the Prophet (peace and blessings be upon him) said: Go back and perfect your ablution رأى النبيُّ صلى الله عليه وسلم رجلاً وفي قدمه مثل الظفر لم يصبه الماء فقال النبي صلى الله عليه وسلم : ارجع فأحسن وضوءك
It was narrated by Abu Dawud and al-Nasa'i"
:
His saying (peace and blessings be upon him):
Go back ارجع
: means go back to the place of ablution from which you performed your ablution.
And perfect your ablution فأحسن وضوءك
means: perform a good ablution.
And is the meaning of his saying:
Perfect your ablution أحسن وضوءك
that he should start the ablution anew, or that he should wash what water had not reached?
It is possible that it means either of these, because both are perfection, whether he started the ablution from the beginning or washed the part of the foot that water had not reached. However, the principles require that this be distinguished: if the time has passed, then perfecting the ablution is to repeat it from the beginning due to the loss of continuity; and if it is recent, then perfecting the ablution is to wash the part of the foot that water had not reached.
