A phrase was reported from the Shaykh al-Islam regarding envy, which is: “No body is free from envy, but the noble one conceals it and the base one displays it.” What is the criterion for the envy for which one is held accountable?

Machine translationRead the Arabic original
The Shaykh : The noble one conceals envy and the base one displays it. Is this phrase correct, and what is the criterion for the envy for which one is held accountable and the envy for which one is not held accountable?
It was mentioned in the hadith
If you envy, do not seek harm إذا حسدت فلا تبغ
: So the envy for which one is held accountable is that which involves aggression against the envied person, such as concealing his virtues and displaying his faults.
As for what a person experiences in his own mind, then he seeks forgiveness from Allah and returns, there is no blame on him, because this is part of the whispers of the self for which a person is not held accountable.
