The meaning is all bones, because if the bone is from a ritually slaughtered animal, it has been contaminated for whom?
For the jinn. And if it is from a non-ritually slaughtered animal, it is najasah (ritually impure). The same is said regarding dung: if it is pure, it is feed for the beasts of the jinn; and if it is impure, the impure does not purify.
And he said: Meaning: bone and dung do not purify. The reason for this is that the impure of them does not purify; it is impure, how can it purify?
And the pure of them does not purify, because complete cleanliness is not achieved with it. But if the wording is correct, and it is: then bone and dung should be understood as impure bone. This is because if a person uses pure bone for istinja' or istijmar (cleaning with dry material), there is no reason for it to be considered non-purifying. It is true that it is haram (forbidden) for him, but the haram is one thing and purification is another. It is said to the one who performs istinja' or istijmar with a forbidden thing: he is sinful, but the place becomes pure, because this is an impurity that has been removed, and if it is removed by any remover, that is sufficient.
And this hadith needs someone to extract this addition. Who? Who is prepared for it?

Allah’s Messenger (ﷺ) forbade us to use a bone or dung for cleaning and said, “These two things do not purify”
